begaʾavas roshoʿ yidlak ʿoniy yittofesu bimzimmos zu choshovu

The wicked in his arrogance pursues the poor, "O let them be caught in the plots they have devised!"

MIDRASH TEHILLIM

1.....(10.3)
Through the pride of the wicked the poor is hotly pursued...
Refers to Lot, who was taken captive because he lived among the people of Sodom.
They are caught in the plots that they have devised.
Refers to the sons of Yakov.
Rabbi Yudan taught: God long withholds His anger, but finally collects His due. [Sons of Yakov sold Joseph]

Rabbi HIRSCH

1.
[עָנִי] (ani) poor
Is not exactly the poor man who is entirely destitute. It rather denotes, in general, him who is dependent upon others for his existence, who must submit to the will of another. It is pride, arrogance which refuses to bow to any authority, including to that of God Himself, that drives the lawless to misuse the dependence of others to the detriment of the latter. The wicked man's ego is inflated by the thought that other men are caught in the plans laid by him; to him this type of success is the triumph of his shrewdness and his power.
