Mizmor 009, Verse 009

וְה֗וּא יִשְׁפֹּֽט־תֵּבֵ֥ל בְּצֶ֑דֶק יָדִ֥ין לְ֝אֻמִּ֗ים בְּמֵישָׁרִֽים

vehuʾ yishpot–tteyveyl betzedek yodiyn leʾummiym bemeyshoriym

And He judges the world with righteousness, rules the peoples with equity.

MIDRASH TEHILLIM

Rabbi Levi taught, When God ministers judgement to the peoples, He will minister it to them at night, as they sleep, away from their sins, for it is said: "...at midnight a nation quakes and passes away..." (Iyov - Job 34:20)

Until the coming of the end, He judges them with clemency according to the equity found in them.

תבל (world) is the inhabited part. He says: As He will judge my cause in righteousness, so He judges the peoples in righteousness and in equity always and at all times; and when one people prevails over another it is (equally) a judgment from Him.

Rabbi HIRSCH

And one day He shall bring order into the chaos of the world through justice; He will judge the nations in equity.
[תֵּבֵל] (tevel) - World. Derived from [בלל] - To Mix
Denotes the world of mankind in all its present confusion, its state of lawless chaos, as contrasted to ARETS, the physical world which has always shown a stable course of development. He, Who now seems to be at rest and Who guides the present which is only a foretaste of the future, will one day bring order to the chaos of the world by means of justice. He will do this by measuring all human affairs against the standard of “justice” and by securing permanent recognition of this principle.
He will judge the relationships of nations to One another through the application of the principle - (meyshoriym).
[יָשַׁר] (yashar) is not rigid justice, but a concept of rectitude, which strives to meet the needs of the circumstances, and which can be practiced by means of the waiver of certain legal claims that would be justified in themselves under other conditions. It is the idea of fairness and of mutual compromise. If international law will be founded upon such mutual respect as God demands as His due, it will become the basis of permanent peace.
The eventual downfall of every kind of despotism even during these present days of chaos is an indication of that future day when justice and fairness will reign supreme. It becomes a warning to all those who believe that the power of tyrants will last forever.
