וַֽ֭יהֹוָה לְעוֹלָ֣ם יֵשֵׁ֑ב כּוֹנֵ֖ן לַמִּשְׁפָּ֣ט כִּסְאֽוֹ
vadoonoy leʿolom yeysheyv koneyn lammishpot kisʾo
But the Lord shall sit forever; He has established His throne for judgment.

The Lord shall sit forever...
Means that God replies. The enemies were mortal. They are come to an end. They have been destoyed. A time will come when the cities which deserve to fall and which they built will also be destroyed. But the Lord immortal and induring forever, having prepared His throne for judgement, will rebuild Jerusalem and Zion, and the cities of Judah, as is said: "At that time, they will call Jerusalem The Throne of the Lord..." (Yirmiyahu - Jeremiah 3:17).

But the Lord shall sit forever...
The Name shall be complete and the throne shall be complete, as it is written כסאו, but before it is erased, it is written (in Shemot - Exodus 17:16): “For a hand is on the throne (כס) of the Eternal (י-ה).” The throne is lacking [i.e., it is spelled defectively] and the Name is divided [i.e., the final two letters of the Tetragrammaton are missing].

These every one may perish; but the Lord sits enthroned for ever, and judges these every one.

He has prepared His throne for judgment
The significance of sits enthroned (יֵשֵׁב) is that of enduring and stability

But the Lord reigns, resting, for the eternal future; only now does He prepare His throne for judgment.
But God is resting; He shall not intervene directly until that future judgment day, but He is making His throne ready for that Day of Judgment. The events of the present are only preparations for that time.
