Arise, O LORD, in Your anger; assert Yourself against the fury of my foes; and awaken for me the judgment that You has decreed.
MIDRASH TEHILLIM
1.....(7.4) ...awaken for me the judgment that You has decreed.
Where in the Books of the prophets is it said that You did command judgment? In the verse: "For if you hearken to his voice and do all that I say, I will hate your enemies and oppress your adversaries." (Shemot - Exodus 23:22)

that is, the judgment of the Kingdom.
Rabbi HIRSCH
1. [ק֘וּמָ֤ה] (kumo)
While that aspect of God's Sovereignty which is not readily noted by the ordinary eye is expressed by the word [ישב], the word [קוּם] (qum), as a rule, denotes His rising up to direct, obvious intervention in earthly affairs.
2. [עֶבְרָה] (ebrah)
“to go out" over some thing, denoting the marching forth, in full force, of the entire spirit against something; the passionate, unchecked rage.
3. [צָוָה] (tsavah) (command, order)
TSAVAH is not employed only in reference to the arrangement and determination of events, but it is also used to denote the determination and decreeing of circumstances that are to be enforced by God Himself.
It is possible that, in the case of decrees the execution of which God reserves for Himself, the expression TSAVAH refers to the obligation to preserve that particular statement for the memory and the consciousness of all future generations.
