Mizmor 024, Verse 003

מִֽי־יַעֲלֶ֥ה בְהַר־יְהֹוָ֑ה וּמִי־יָ֝ק֗וּם בִּמְק֥וֹם קׇדְשֽׁוֹ

Mi-ya'aleh vehar-adonai umi-yokum bimkom kodsho

Who may ascend the mountain of the LORD? Who may stand in His holy place?

Who may ascend the mountain of the LORD?
Alludes to Moshe, of whom it is said: "Moses ascended to God, and the Lord called to him from the mountain..." (Shemot - Exodus 19:3)
B.
Who may stand in His holy place?
Alludes to Moshe, to whom God said: "...stand here with Me..." (Devarim - Deuteronomy 5:28)

RASHI

Who may ascend the mountain of the LORD?
Although all the inhabitants of the world are His, not everyone deserves to come near to Him, except these: he who has clean hands, etc.

RADAK

Because it is not fitting that every man should ascend it, seeing that it is a place of holiness and repentance.

Rabbi HIRSCH

The psalm tells us that the power ruling the earth is not a blind physical force of nature, but the Lord Who proclaimed the rule of His moral Law in His kingdom on earth is the Ruler. Who, then, shall prosper on this earth which is intended to be God's holy mountain? "Indeed, who can even stand upon a ground on which every spot is consecrated and sacred to Him and dedicated to the fulfillment of His moral Law?”
