Rabbi Samuel took the verse to refer to the nations of the earth, who destoyed the Holly Temple.
You will find that, when the heathen entered the Temple, they found in the chamber of daily offerings Lambs, which they killed and devoured; and upon the table of Showbread, they found arranged in good order the Showbread, which they also devoured.
