Some interpret ידבר (speak) in the sense of דבֶר (plague), and they interpret אלימו (to them) as אילי (chief men) of the land. But the former is nearer (to the right meaning).
ֹאָ֤ז יְדַבֵּ֣ר אֵלֵ֣ימוֹ בְאַפּ֑וֹ וּֽבַחֲרוֹנ֥וֹ יְבַהֲלֵֽמוֹ׃
ʾoz yedabbeyr ʾeyleymo veʾappo uvacharono yevahaleymo
Then He speaks to them in anger, terrifying them in His rage.
