יִ֥תְיַצְּב֨וּ ׀ מַלְכֵי־אֶ֗רֶץ וְרוֹזְנִ֥ים נֽוֹסְדוּ־יָ֑חַד עַל־יְ֝הוָה וְעַל־מְשִׁיחֽוֹ׃
yisyatzevu malcheyʾeretz verozeniym noseduyochad ʿal–ʾadonoy veʿal–mshiycho
Kings of the earth rise up, and nobels intrigue together against the LORD and against His anointed?

Philistines, who in their pride were imagining themselves kings, though they were not so.

Here Counsel is expressed in the word יסוד (foundation). Counsel is to actual performance as the foundation to a building.
