Mizmor 002, Verse 001

לָ֭מָּה רָגְשׁ֣וּ גוֹיִ֑ם וּ֝לְאֻמִּ֗ים יֶהְגּוּ־רִֽיק׃

sheʾal mimmenniy veʾetteno goyim nachalosecho vaʾachuzzosecho ʾafseyʾoretz

Why are nations in commotion, and peoples plot vain things;

Why do the heathen rage...
But the wicked are like the turbulent sea, for it cannot rest, and its waters cast up mud and dirt - (Isaiah - 57:20). Like the sea whose mire and dirt are upon its shore, so the foulness of the wicked is upon their lips. Thus Pharaoh asked, Who is the Lord that I should obey His voice to let Israel Go? (Shemot 5:2)

As a wave rises out of the troubled sea and rears up as though the flood will cover the whole earth, yet falls flat on the sand when it reaches the shore, so whenever one heathen nation joins with another to harm the children of Israel, it will fall before them.
Nimrod fell before Abraham, Abimelech fell before Izchak, Esau and Laban, before Yakov, Pharaoh and Egypt, before the children of Israel, and the same is true of many others mentioned in Tanakh. And in the time to come Gog and Magog will fall before the children of Israel. Foreseeing their fall King David cryed out - Why do the heathen rage?
...peoples plot vain things...
The people labor for the fire, and the nations weary themselves for vanity (Habakkuk 2:13). But the children of Israel, They will not labor in vain or bring forth for trouble (Isaiah 65:23)

Why do the nations rage...
The Psalm is the second in the majority of the more accurate books. But some of our Sages have said that actually the first and the second form a single Psalm (Starts with "Ashrey" and completes with "Ashrey")

When they came to make war they were saying proud things, because they had conquered Israel in the wars of Saul, and from Saul's death there had not been another king for Israel. And he says, a vain thing is - all their words.
