כִּ֤י אִ֥ם בְּתוֹרַ֥ת יְהוָ֗ה חֶ֫פְצ֥וֹ וּֽבְתוֹרָת֥וֹ יֶהְגֶּ֗ה יוֹמָ֥ם וָלָֽיְלָה׃

But whose delight is in the Torah of the Lord; and in his Torah he meditates day and night.

In the beginning, it is called the Torah of the Lord, and after he worked hard to master it, it is called his own Torah.

If a man avoids the evil path, but does not do anything good, he can not be called happy, as it is said - avoid evil and do good.
Delight/desire (HEFETS) can be applied to studying, but also to deeds.

Sages interpretation: First it is called - the Torah of the Lord, and after a man puts in enough effort and hard work in order to master it, it is called His Torah...

Before the conversation touched on studying and deeds, here it refers to the aspirations of the heart, which day and night is concentrated on the God's Teachings.
In this case the "day and night" means - any time during the day or night, when a person is not busy covering his life needs.

HEFTZO based on - (חֵפֶץ) (CHEFETS) is a stronger form of - (חַפֵּשׂ) (CHAFES) - "to seek", which denotes - the goal and striving for it.

YEHGEH based on - (הָגָה) (HAGAH) is that active type of thinking which demands expression. Denotes the thoughtful Torah "study", which in addition to just thoughts, requires the verbal expression of them.
